The Influence of The Power Structure on the Social Welfare Expenditures of the Local Governments

Abstract
This study is to investigate how the power structure of the localities influence the local governments to decide the social welfare budgets. In the background that Korea has a centralized and presidential government system, the partisan and politico-administrative relationship between the executive and the legislature in the localities, and between the central and local governments were analyzed how the social expenditures are influenced by them. The data of 197 local governments for three years from 2011 to 2013 were analyzed. The results were as follow. First, the politico-administrative relationships significantly influence the welfare policies of the local governments. When the head of the executive is dominant than the legislative, the local government spends more on the social welfare. Second, the relationship with the central government is important in making the social policy of the local governments. The local governments of the ruling party dominance spend more on the social welfare than ones of the opposition party dominance or the divided governments. The results of the study prove that the politico-administrative relationships in the local power structure and between the central and local governments significantly influence the level of the social expenditure of the local government.
